As Penn has not been able to convince Federal agencies that Penn’s response to addressing antisemitism on campus is sufficient to protect the rights and health of Jewish students on campus, Penn is facing a possible loss of Federal funding.

To address the possible loss of funds, Penn has implemented “proactive financial measures”. Penn has instituted a hiring freeze and intends to review capital spending expenditures, among which are:

  1. A review of faculty hiring.
  2. Ensure restricted funds are that have been provided to Penn for specific purposes are used only for those purposes.
  3. Freeze staff hiring “except for critical positions, student workers, and those funded by active grants or restricted sources”.
  4. Implement a freeze on mid-year salary adjustments.
  5. Penn’s schools and centers will review budgets and implement a 5% reduction of all expenditures except for salaries.

These actions are similar to those being implemented at other Ivy League institutions, e.g. Yale and Harvard.

In later editions, The Daily Pennsylvanian has determined that Penn received $1,000,000,000 in federal funding during the calendar year 2024. Just recently, it was announced that the Federal government is withholding $175,000,000 from Penn due to Penn’s position pertaining to transgender athletes.
